  • State of Tennessee: Drafted legislation to implement recommendations from Disparity Study (September 2009-March 2010)
  • Metropolitan Government of Nashville and Davidson County: Drafted an Equal Business Opportunity Ordinance, working closely with the City Attorney and Minority Business Task Force appointed by Mayor Karl Dean. This legislation was passed by the Metro Nashville City Council and signed by Mayor Karl Dean. (March 2008)
  • Durham County, North Carolina: Drafted new Equal Business Opportunity Ordinance, working with the County Attorney. The ordinance was approved by the County Commission. (January 2008)
  • City of Atlanta, Georgia: Drafted legislation for three programs— Equal Business Opportunity, Small Business, and Vendor Relations programs. This legislation was passed by the Atlanta City Council and signed into law by Mayor Shirley Franklin. (November 2006)
  • Commonwealth of Kentucky: Provided draft legislation to assist with the Commonwealth’s interim small, minority and woman-owned business utilization efforts pending completion of the disparity study (October 2000)
  • City of Jackson, MS: Drafted race-conscious legislation based on disparity study results. The legislation was approved by the Jackson City Council and signed by Mayor Harvey Johnson. (1999)
  • City of Cincinnati: Prior to performing disparity study, reviewed existing program which had sunset; recommended a race-neutral Small Business Enterprise program, wrote legislation and assisted with implementation. Later, drafted Minority and Women Business program which was approved by the Cincinnati City Council. (1998 to 2003)
  • Atlanta Public Schools: Assisted with the development and implementation of a new and innovative non-discrimination program (1997)
  • City of Tucson and Pima County, AZ: Conducted public hearings and drafted legislation. (1995)
  • Clark County, NV: Evaluated and drafted new program guidelines (1995-1996)
  • City of Phoenix, AZ: Drafted Minority and Women Business 
Enterprise Program
