Project: St. Louis diversity ordinances and compliance
M/WBE Program Review & Implementation
The Challenge
The St. Louis Development Corporation (SLDC) sought guidance as it reviewed its M/WBE program following the City's August 2025 pause of M/WBE certification. The organization wanted to ensure its program remained aligned with applicable guidelines while addressing the interests of multiple stakeholders.
Why Griffin & Strong
SLDC selected Griffin & Strong based on the firm’s reputation and the trust local advocacy groups had in the firm and its leadership. The organization also sought a team that would be viewed by its constituents as credible and knowledgeable. The City of St. Louis described Griffin & Strong as “recognized nationally as experts in economic development disparity programs.”
“They brought to us clarity, confidence, and a professional presence.”
Our Approach
Griffin & Strong analyzed the City's ordinances, the 2024 Disparity Study, and relevant case law. The team held discussions with minority contractors, the NAACP St. Louis, and members of the Board of Aldermen, then identified areas requiring attention and provided targeted recommendations information.
The Impact
Griffin & Strong drafted Executive Order 91, which Mayor Cara Spencer signed to resume M/WBE certification and establish project-specific goal setting. Williams credited the team with bringing calm to a sensitive process and moving stakeholders toward a shared path forward. Griffin & Strong continues to support SLDC as the City prepares a new ordinance to formalize the program.
